Promotion allows Imperials of upper echelons of power to raise those of lower
echelons. There are restrictions as to how often you can do this, and whom
you can do it to. By promoting another, an Imperial is vouching for them
and their history becomes tied. It is not something to be given out casually.
Demotion allows Imperials of upper echelons of power to cast down those of
lower echelons even lower. There are restrictions as to how often it may be
done and to whom.
Anathema allows a Sect Leader or Emperor to cast someone from the Empire, and
mark them for extermination. This is punishment saved for fools and morons
(and those who promote them).
