'PROVINCIAL MAGISTRATE' PROVINCIAL (1873)
The Provincial Magistrate is a position that a regular Magistrate of the Blood Tribunal may be promoted to. Instead of being confined to work in only one protected city, a Provincial Magistrate, of which there may be up to three at any given time, is on duty in every protected city. Provincial Magistrates also have the power to induct new Magistrates, though they defer to the Provost Magistrate (the mortal leader of Tribunal) on all matters of policy and authority.
