Description
Reginold Bryt, Provost Magistrate of the Blood Tribunal, wears his badge
proudly. His clothing and armor conform to the highest standards of orderly
presentation: each buckle is polished to a shine and each crease reflects
immaculate attention to detail. Greenish hair worn high and tight is starting
to gray, especially on the sides where it's shortest. Forehead lines and
wrinkles around piercing emerald-green eyes have begun to appear on his
naturally stern face and his wide mouth rests naturally in a patient smile.
Tall even by storm giant standards, his body has leaned out a bit over the
years, and in middle age it is clear that his physical might is bolstered by
inner strength and a righteous cause. For indeed, though his deep blue skin
bears all the scars of a career soldier, Reginold goes about with strict
posture and utmost vigilance for any sign that a Magistrate may be needed.

Reginold was born into a low level aristocratic family in the storm giant
society of Loch Terradian. He pledged to military service out of a storng
sense of duty and propriety that will carry on through his life. His family's
relatively low standing ensured a favorable military assignment, but a
provincial one, and Reginold found himself at an early age in charge of a
small constabulary assigned to investigate crimes and disturbances in the
Western Aryth kelp farming territory.
It was no plum assignment but the young officer took to it with zeal and came
to understand the importance of law and order. Under his watch farmers
trusted the law and gained the confidence to try new methods, improving
yields. Reginold could see clearly a future where their children, freed from
the burden of manual labor, would have more time to pray and study in
betterment of society for all. Further he witnessed how all types, bound by
law, were relieved of the burden of individual morality. He came to believe
in appropriate Law as the most powerful force for good in existence.
Here also his subordinate officers began calling him "Rules and Regs" (later
shortened to "Reg" and then "Reggie" by those daring few who got to know him
socially). He was aware of the nickname and permitted it, for he had been
instructed as to the importance of the development of camaraderie in the
ranks. Ultimately, however, it was not social relationships that earned him
respect. Rather every member of his team knew Reginold would be first to
every action and would never consign a constable to any fight he wasn't
present for.
But he was indeed a stickler for each and every point of law assigned to his
keeping. Reg grasped quickly that anyone who claims to hold to principle must
not deviate from that claim lest they veer swiftly into the abyss. Relieved
of command at the end of his tour, Reginold returned to the Loch certain as
to his next move. He enrolled in the Academy to learn the ways of the paladin
code and he prays regularly to Panmorne that he may through tactics and
strength effectively articulate his faith as an executor of Tribunal Law.
I am the Law

Old Rules and Regs has been in long enough to know the difference between
someone who wants to be called a magistrate, like Mezai, and someone who
embodies the Law. If he hasn't met Panmorne, who he still thinks of as Lord
Panmorne despite other followers' more informal modes of address, he knows
he's as least warring the right way. That is to say, demonstrating lawful
conduct at all times, no compromises on principles.
He's won a few decent victories and begun to appreciate the boon Faislyn left
him. Gear allows him to push the offensive and take the fetish against
opposition at times, but he's begun plotting for the day where it's lost.
Size and timing are everything. The walls of a city are a great asset, and
he's unlikely to be taken within them, but better still to be so strong as to
be a deterrant against any criminal offensive. Hamsah has stood strong since
a few exciting months early in his tenure. He'd admit to wondering if he
could cover more ground as a Provincial Magistrate if asked. Deterrance being
preferable to retribution, Reg views his physical might as his core
contribution to the defense of civilization.
His belief in the necessity of physical prowess being what it is, he'll join
the Herald's tournament, curious to test his strength in the unusual format
and to learn what he may in testing himself so.
Service and war

Reginold's getting older and experience is taking its toll.
For a spell Reginold was mostly alone in the ranks and it didn't suit him.
Without a Provost to confer with he made what he ultimately determined to be
a significant error in judgment, issuing a warrant based on inferred intent
and not clear cut evidence. While he considers his interpretation of the Law
reasonably sound, and believes his inference was correct, the two do not
connect in the middle. His action, if upheld, would create a gaping loophole
and allow less moral actors wide discretion to abuse warrants. Thus he judged
himself quit harshly and even if it seems Provost Khemby is inclined to allow
him the mistake, it's unlikely he will ever forget it.
He knows however that he is a reasonably powerful force for the Law, both as
a deterrant against criminal activity and on the field outside, and refuses
to allow his one mistake to define him. Outside of combat, Reginold's current
focus is tactical matters of deployment - how to put armies on the field
effectively, and how to engage slippery foes. Forging on despite increasing
questions from peers as to his status with Lord Panmorne, he trusts that if
he applies himself and deserves it a meeting will come one day. Besides, it's
a good test of his strength to work without whatever empowerment might bring.
And his view of service has begun evolving a bit with the years. Recommitting
firmly to the strict letter of the law after his error, Reginold's found
succor in the fact that it can bind even the sorriest, most evil of
Magistrates to acting in a good manner while on Tribunal business. But he
recognizes his duty to his guild and so he's become very careful of the line
between Tribunal business and any other sort, and quick to aid expeditions
and battles where his Tribunal oaths allow.
In Defense of Civilization

He solicited, without success, a miraculous answer to his nocturnal
prayers; his mind was confounded by the death of a favorite horse, the
encounter of a wild boar, a storm of wind and rain, and the birth of a
monstrous child; and he forgot that the best of omens is to unsheathe our
sword in the defence of our country. E.G.

Myself...
My career with the Blood Tribunal has required that I become adept as both
Warrior and administrator. I continue to view the latter as an extension of
the former. So, which War? As a paladin, my victory is the advancement of
Goodness and the Light. I would agree with any critic who might decry this as
too vague to be meaningful. Each of us in the guild must decide for ourselves
what specifically we believe in enough to wage War towards. I have long held
that a better and brighter future is most likely to be achieved by working
together to build infrastructure and services for all to benefit from.
Public Good...
The creation of positive externalities through the peaceful commingling of
competing interests is a well studied phenomenon. I acknowledge claims that
the citizenry is not protected and indeed may not benefit from the adventurer
class's advancements. Of course, a vast quantity of the citizenry choose to
reside in some form of town or Protected City. But as no cabal of adventurers
make the goings on of the citizenry their main priority, nor shall I now.
The Blood Tribunal...
The Spire's design is to be both shield and staff, but not ruler, of the
Protected Cities. In this, it transcends our mortal and moral failings in a
manner that no other attempts at civilizations do. We Magistrates guard the
walls and the streets but are not ourselves empowered to require more than
adherence to the Law.
Other Attempts...
The Empire and Outlanders would impose different forms of order that could
reasonably be described as attempts at civilization. The former has failed so
wholly as to be a shell of itself in our current Age, while the latter would
be offended at the association. I suggest that this is because neither are
organized in a manner that encourages long term advancement. Specifically,
their leaders are servants only of themselves.
In Defense of Civilization (pt 2)

The Provost...
The Office of the Provost Magistrate is one that an ambitious mortal might
reasonably aspire to, regardless of morals or beliefs. It differs from other
leadership posts in that the Provost is inextricably bound by the Law and
Rules of the Spire, permitted only limited powers of interpretation in the
absence of other officers. Thus, the Provost Magistrate is a symbol of
commitment to enforcement of a common law that binds good, evil, and
ambivalent to a common code of conduct within Protected Areas.
Morality...
The bindings of the Law, then, might seem to render morality useless as a
construct. I disagree. Only a fool would ignore auras or the evil that
adventurers do inside and outside of Protected Areas. But excluding moral
judgments from the Law has two distinct benefits.
The First...
Having sworn to an impartial Law, no member of the Blood Tribunal may
reasonably claim conscientious objection to defense of it, and each may be
held accountable for their defense of the same. This in turn allows for the
recruitment of a broad variety of adventurers into the Spire as each are
accountable to the Law and Rules moreso than to the moral character of other
Magistrates.
The Second...
Morality is left to the decisions of individuals, thus, even dark-elves may
sometimes choose to be good. Allowing this decision renders morality
meaningful. War determines the disposition of assets and sometimes services,
not hearts and minds.
Civilization...
The choice to live in a Protected City, then, is a triumphant statement that
one will participate in something bigger than oneself. That ignoble band of
arsonists claim individuality as their domain. In truth alike in most ways,
except that most seem to have chosen Protected Cities over the wilds. Indeed,
the decision to peacefully participate in civilization represents an
individual choice of enormous consequence, one that merits the shedding of
blood in its defense.

Reginold reads the folio that the scribe had prepared at his bequest,
scribbling his words down these last many months. Spruced them up a bit,
hadn't they? Well, it's a good bit of words. But is it enough of an
exhortation? The Magistrates need a kick or two. He's trying to develop them
using exercises that aren't too far off what he's been taught by Panmorne.
More than that, they need to believe they've got a damn chance, don't they?
Recruits come and go. The one that sticks, that's a rare one.
A courier runs in with news of Reaver activity. The Provost folds the folio
up, stows it in his desk for another day. He dons his armor, picks up a
trusty lance, grins as divine blessing flows into it. Time to go be a damned
symbol!
Street Fire Fighting Man

Reginold has made something of a point of fighting fire throughout his
career. But it's never enough. He believes fervently in the power of people
working together, though, so he knows the answer. He's formed the first
Theran Fire Brigade:

I write this missive from Hamsah Mu'tazz. I am recently returned from
fighting fires in Hamsah Mu'tazz and in Arkham. Recently in Galadon and in
Voralian City as well. Other towns burn regularly. It is no accident that we
require every special guard promoted in the ranks of your Blood Tribunal to
learn fire supression and extinguishment tactics.
If the Blood Tribunal cannot be everywhere at all times it remains no
accident that the adventurers and citizens of Thera overwhelmingly choose
civilized towns and Protected Cities in which to congregate.
I call upon you lawful adventurers of Thera then to join me in forming the
Theran Fire Brigade (TFB). I will accept any applicants without a criminal
record. In joining, you acknowledge the benefit an orderly fire fighting
force provides to Thera and accept "on call" responsibility. This means you
may be called by any member of the Blood Tribunal to assist in extinguishing
any fire in a civilized area. For each verified call-in you will be paid 10
gold by a Provincial Magistrate or by myself.
Together we can defeat arson.

Gratifyingly, upon circulating the above, three law abiding, non-Tribunal
adventurers immediately signed up. Reginold wants ten to call the founding
membership complete and will happily fund the effort. In addition, he's taken
to putting down notes on fighting fire to share with his new allies.
Always establish a permimeter - fire won't quickly spread past a burned area.
Create water and create spring are great tools.
An everfull skin is a better tool - he'll pay prime rates to acquire them for
TFB members.
Arsonists are easy to spot if all fires are out, as it takes time to set an
area ablaze. With careful attention they can and will be caught and marked
wanted.
Tribunal special guards and lieutenants are great allies and should be
deployed wherever possible.
Fire deployed in wilderness should be carefully monitored to ensure it does
not escape the desired area of effect.
A season for visits

At home in Loch Terradian, the Provost discards his arms and armor and
becomes, in the rather natural manner of a worker going off the clock, simply
Reggie. If his wife Dulcie welcomes him in their formal way, she seems
entirely loving, and before long the two are settled into easy conversation
as she begins to prepare dinner for three. A young giantess wanders in before
too long, hugs her father, and starts going through his things.
"Hands off, lass!"
"Are you saying you came home for Yule empty handed, sir?"
Reggie points to the roaring hearth. A few boxes rest under it, simply
wrapped. The girl grins widely and moves towards the prize.
"After dinner."
As they eat, local fare made at his request, the Bryt family discuss goings
on. Cara's schooling features as well as Mrs. Bryt's various charitable
committees including recent drama around the placement of a new director for
the orphan's guild. They do outright avoid the Blood Tribunal and Reggie's
work at the dinner table but neither does it ever come up.
Finishing the meal, they move nearer the hearth. Cara answers a few questions
before Reggie relents and motions towards the presents.
"Just one early, then."
She goes for the smallest one because she's keen to her father's tricky ways
and is rewarded in short order with a small pad. She looks up for
explanation.
"A new trick from the artificers in Hamsah, isn't it? Show me your
penmanship."
She does so.
"Decent effort. Give it a shake now."
She does so. Her writing fades leaving a pristine surface. Cara gasps in
delight.
"Oh, I'll be able to practice whenever I want!"
"Right you are. Should work underwater, even."
Husband and wife watch their daughter with her new toy for a good half hour,
enjoying the warmth of the fire and the industriousness of their progeny.
Sending her to bed, they sit in silence, reading quietly. Dulcie heads back
to rest leaving Reggie alone. He gets up but only to acquire a cigar and a
snifter of cognac. Settling back into his chair, he relaxes, allowing his
mind and body to be free in a way he can never quite manage outside his own
home. As the cigar goes to ash, and the alcohol does its fine work, Reggie
begins to drift off.
Dreams, of course, are not so temperable as the physical environment, and
work finally intrudes upon the night. A shade appears, taking the form of a
familiar dark-elven warrior. Quivdereayeh greets Reginold, and he bows to her
in return.
"It has been some time, hasn't it?"
"I'm dead. You're not yet."
"Right. Strange. Why are you here, then?"
"It's a season for remembrance. Do you remember all you've done?"
"Some of it, to be sure. You know I focus on the facts at hand. Write down
the important bits."
"I'm going to show you if you like."
A season for visits (continued)

He follows the shade, and as they walk, they relive the Provost's career. He
watches himself charge down a reaver, hears himself judge and mark a paladin
criminal for their righteous deeds, fight fire after fire (after fire), and
finally slay the very friend he walks alongside now to settle their ledger
with the Blood Tribunal. At this he turns to her.
"What's this, then?"
"Just the past, Reginold. Let's head back."
The two turn around and retrace their steps, but the scenes are different. He
watches his wife grow with child, the child learn to walk, brave Therans take
up water buckets, others make repairs and erect grand new structures.
Magistrates march proudly through, some pausing kindly to talk and assist,
others more cold but perfectly well-mannered. Finishing their sojourn,
Reginold looks back, but sees little but mist. He turns to the shade.
"This has been an interesting adventure, hasn't it? What have I seen?"
"The way out is what you do. The way back is why. Enjoy the season, my
friend."
As his eyes open and focus on the familiar sight of the dying embers in the
hearth, Reginold chuckles. Dreams. He gets up once more and pours a finger of
cognac for his friend. Drinks it for her, too. He can count on a closed fist
the number of friends as true that he's had. Maybe another will come around
some day. Cleaning up, he heads back. Pauses to look in at his sleeping
daughter before heading to his wife. Yule, he thinks, drifting off again. A
fine season for remembering why we fight.
