Background 1: A young gnome loves the seaport

A young gnome boy carefully followed his father through the bustling city of
Hamsah Mu'tazz. It was terrifying for Zindlup since he was only about knee
height for a human and most people didn't even see him. All of his energy was
devoted to not getting stepped on and keeping up with his dad. The effort
felt worth it when they made it to the seaport.
This was Zindlup's favorite place. The smell of seawater warmed his heart and
all the stress from the journey through the city disappeared. It was still
busy, but felt more manageable to him. There was a rhythm to things there.
The waves kept a steady beat. The massive ships docked, did their business,
and departed with grace and efficiency. The tides receded to reveal a beach,
only to come back a later and hide it again. It is a marvel of civilization
thriving by wisely using the power of nature.
When their errands were over Zindlup followed his father back into the city.
The fear of being stepped on returned and he held tightly onto his father's
hand. We wished he were bigger. The city would be so much more enjoyable if
people could just see him to avoid accidentally stepping on him. Even his
father was mostly unnoticed, but somehow he smoothly navigated through the
madness, just like skilled captain guiding his ship through rough waves.
Background 2: The dream to become an architect of civilization

It wasn't long before Zindlup learned to feel the rhythm of the city, just
like he could on the docks. The gates opened and closed with the sun. The
merchants had regular rushes with extra crowds, along with their slow periods
when he would visit. The temple had its regular ceremonies. He still
preferred the seaport, but at least zipping through the market become
effortless for him. Best of all, he could make now easily make trips to the
sea all by himself.
There was a piling near the end of the dock he liked as a spot to sit and
watch the action. When things slowed down between ships, he would stare out
to the see in awe of its vastness. This is also when he would contemplate
about what it was that he wanted to do with his life. Hanging out at the
seaport was grand, but he wanted to see what else Thera had to offer and do
something more meaningful with his life. In spite of the importance of the
decision, it was not something he wanted to rush. Slowly, his path became
clear to him.
The most amazing thing he had seen was the coordinated effort at the docks,
harvesting the power of the sea to make the city prosper. It dawned on him
there must be more ways to optimize society by working with the rhythms of
nature. It also occurred to him that civilization could not spread to all of
Thera, or the resources needed to properly sustain society would be depleted,
and of course much of Thera's beauty would be lost. Therefore, his
contribution to society would be as an architect of the perfect civilization
for Thera.
Background 3: Phase I of Zindlup's grand plan

With a clear goal in mind, the young gnome next contemplated on how to achieve
it. As an architect of civilization, he would need to explore many dangerous
places to learn of all the forces and resources Thera had for him to work
with. Gnome bodies aren't well-suited for this but he'd seen those that
learned to shapeshift into powerful animals. Taking various animal forms
would also allow him to learn to better utilize the resources of nature.
(Don't forget he always wanted to be bigger too.) The shapeshifters guild
was clearly the best fit for his goals.
Even the most powerful shapeshifter was going to need allies for exploring,
trustworthy allies. There were also clear threats to his ambitions:
Outlanders, Scions, Imperials, and orcs, most notably. Designing the perfect
civilization would also require a good place to work and keep records, safe
from murders and thieves. He also felt a duty to help secure the comforts of
civilization that he so much enjoys. Becoming a Tribunal Magistrate was
another clear choice for Zindlup.
These were two good steps to get his plan in motion. Much of it was going to
have to be figured out as he learned more about the world. Oi! He had a lot
to learn! There were already many libraries full of useful information that
would help compliment and guide his exploring. The most famous of all being
the Eternal Library. There too, or so he'd heard, he would be able to receive
guidance from the great Lady Ishuli, if she thought he had potential. So,
step 3 of Phase 1 was also decided, pray to Lady Ishuli and ask for some of
her divine wisdom to help him develop the perfect society.
Background summary

- He will become a Tribunal to find allies and fulfill his sense of duty to protect the civilized world he so admires.
- He will pray to Ishuli for help with achieving his dream of designing
Thera's ideal society.
An unexpected friendship

The plan to design the perfect civilization was in motion. Step 1, joining
the shapeshifters guild, was complete. With a little more hard work, he would
soon be ready to pledge to the captain of the guards in the Spire and make his
intentions to join the Tribunals official. Once he learned his first form, he
would feel confident enough to seek out Lady Ishuli.
Being attentive as he traveled, he noticed a wood-elf ranger, Rask, was
roaming the lands. It would be nice to finally have someone to travel with.
Everyone else he'd asked had turned him down. The wood-elf ranger seemed
just as likely as any to turn down travel with a future Tribunal, but he asked
anyways. Rask, to his surprised, was open to his company.
Wanting to be honest, and to avoid helping someone who would later try to
destroy society, Zindlup informed Rask of his intentions to join the Blood
Tribunal. Rask said he would not travel with a Tribunal. Zindlup mentioned
he sought balance between civilization and nature, but would not want to help
an Outlander. At Rask's suggestion, they decided to adventure together since
neither had yet joined a cabal and this could be a good chance to learn about
each other before they were destined to fight.
The two started with common enemies, those senselessly destroying nature's
resources in the Forest of Nowhere and the trolls in the hidden forest nearby.
They learned about each other's motives and goals. It turned out they had
more in common then either had expected. They even exchanged a little useful
knowledge about talismans and potions. Zindlup learned his first form
fighting alongside an archer that would almost certainly have his bow aimed at
him on day. The two spoke of how they would like to work together again one
day against other common enemies. However, they parted ways knowing it was
more likely they would be fighting each other in the not too distant future.
Architectural Plans for the 7th Age of Theran Civilization

The vastness of Thera was even more grand than Zindlup had imagined. His
research began with notes about various resources and landscapes. Soon after,
he began to envision his "Architectural Plans for the 7th Age of Theran
Civilization" that would one day be submitted to the Eternal Library. The 7th
Age will include two major developments that Zindlup categorizes as
Landscaping and Transportation.
Landscaping includes the traditional meanings but takes on a larger scale.
One example is a plan for water to flow once more through the dry riverbed
south of Drogran Hills. Could this be filled with water from a swamp or by
melting ice in the frigid wastelands? Could the heat of a volcano be
harnessed to melt the ice on another continent? These are the types of
landscaping questions in Zindlup's mind.
A trip upon a flying ship was Zindlup's first source of inspiration for new
transportation options in the 7th Age. All of Thera will be connected by ship
routes. Docking stations will be at all major cities and other popular
destinations. The ships will transport goods and people. It will run just as
efficiently as the seaport of Hamsah Mu'tazz. There are still many safety
concerns, but based on his early surveys, a regular route between Galadon and
Hamsah Mu'tazz would be a very popular route to start with.
Another transportation innovation is better utilizing magical portals. The
planar sanctum has already established a few reliable magical portals.
Zindlup imagines them being more widely used for travel between cities as
well as moving the elements and other resources. A water portal at the bottom
of a swamp could fill a distant river. A secured portal in the Pine Forest
could be great for logging. Khardrath's crew demonstrated the potential
already, but it will be greatly expanded in the 7th Age.
The last notable idea Zindlup has for 7th Age transportation is more
controlled personal transportation using magic. There are currently many
magical options to send someone to their hometown. The 7th Age will have
scrolls, wands, and other methods to transport Therans to many more
destinations. This will most likely involve magically attuned pillars, or
something like a conjurer's summoning circles, located around Thera. Given
all he has seen already, this too must be possible.
The 7th Age of Thera is taking shape in Zindlup's mind. The next step is to
begin working on his submissions for the Eternal Library, so the plans are not
lost when he dies. His future research will also include proving these ideas
for reshaping Thera are possible. Perhaps in his lifetime he will even get to
see one of these innovations start proliferating, or so he dreams.
Uncertainty in Politics and Certainty in Duty

Zindlup dreams of a prosperous and peaceful future for Theran civilization.
However, there are currently many threats to his plans. Some are immediate
threats and others are more insidious. He is struggling with how best to deal
with this, while still working on his plans for the 7th Age. The solution he
has come up with is to strengthen the Spire, to address immediate dangers as
needed, and to further investigate the more obscure threats to his plans.
The Outlanders of Thar-Eris are the most pressing opposition to civilization.
His stance with the Outlanders is pretty typical for a Tribunal, but he does
try to be more diplomatic than most. He is on speaking terms with the more
peaceful and open-minded members of the Tree. It is still his hope that will
one day there will be harmony between those that love civilization and those
that prefer to live out in the wilderness. The Reavers, of course, will need
to be eliminated for this to work, which means the fall of the Outlanders in
their current form.
Zindlup considers Battleragers to be the second biggest threat to his plans.
The Battleragers seek to destroy magic, the key to all of the innovations he
has planned for the 7th Age. Many members of the village are also regularly
disrupting the peace in cities. None so far have been open to dialogue.
Zindlup thinks they will always be a terrorist group, but are not organized
or strong enough to really stop magic or his plans for the future. So, it
will not be a high priority for him to hunt villagers, but he will not
hesitate to take them down when the opportunity presents itself.
Potential long-term threats to the 7th Age include the Imperials, Scions, and
Marans. The Maran ideology often includes disregard for the law, but seems
unlikely to go beyond that, so they are a minor threat at most. The Empire
has an obvious goal of ruling the world, but has some respect for the law, and
an obvious distrust among higher ranking members and citizens. The distrust
he thinks, will one day cause the Empire to fall from within. The goals of
the Scions would be the most dangerous of all, even worse than the Outlanders,
if they were able to succeed. However, they have even more distrust among
their members than the Imperials and with the additional lack of organization
will be unlikely to achieve their goal. With no obvious "best way" to deal
with these more esoteric threats to the 7th Age, he will choose patience and
diplomacy with these groups while he sees how things unfold.
Ultimately, all of his plans are for nothing if society crumbles during the
6th Age. The Blood Tribunal is the only organization truly devoted to a safe
and peaceful civilization. Wanting to leave nothing to chance, he has taken
on the extra responsibilities of a Provincial Magistrate. The thing he is
most certain of is the need for the Spire to remain strong, if his plans for
the 7th age are ever to be realized.
7th Age Innovations, Politics, and Duty (Chapter 6 and 7 Highlights)

Innovations for the 7th Age:
1. Thera will be reshaped by things like making dry rivers flow again and
melting the frigid wastelands.
2. Flying ships will connect Thera with routes through the skies and skyship
docking stations.
3. Magic portals will be used for personal transportation and things like
filling a dry river using a swamp or moving logs to a city.
4. There will be scrolls, wands, etc. that can transport citizens to attuned
pillars/circles located throughout Thera.
Politics and Duty:
- Immediate threats to his plans are the Outlanders of Thar-Eris and the
Battleragers.
- Long-term threats come primarily from the Empire and the Scions of Eternal Night.
- Diplomacy is always his first choice but immediate threats will be met with
force as needed.
- Patience and information gathering are needed before acting against long-term threats.
- A strong Spire is the only way to ensure his plans for the 7th Age are
realized, so Zindlup will serve as a Provincial Magistrate.
Mid-life Shift in Plans: Architect Seeking Collaborators and Vindicator Hunting Criminals

Working on his plans for magical transportation in the 7th Age made Zindlup
worry more and more aobut those he saw as threats to the future of
civilization. It became more common for him to go after Battleragers and
Outlanders that were not even criminals. While pursuing one such villager
fleeing the dwarven lands, Zindlup made the mistake of striking him on the
eastern bridge of Voralian City. The battle ended before any serious physical
harm was done, but the damage done to law-and-order was serious.
The pursuit of personal ideals had led Zindlup to break his vows as a
Magistrate. He offered his Provincial badge to his superiors and they
accepted it. Still having hope for Zindlup's future, Lord Zizaerix gave him
the badge of a Galadon Magistrate to wear once more. Although he was not
proud of his mistake, Zindlup proudly wore his old badge as he patrolled
Galadon, rededicating himself to order.
The lightening of responsibilities gave Zindlup more time to think about how
he got off track and how to refocus on his original goals of making
civilization better. Following a suggestion by Lady Larusae, he will begin
sharing his research with others even before it is available in a library. It
is his hope this may also lead to others joining him designing the perfect
civilization. Going beyond mortal help, Zindlup will even start asking Lord
Zixaerix for help with his research on magical transportation, while still
hoping to one day meet Lady Ishuli and receive her guidance as well.
In addtion to his research plans, Zindlup made plans for his future in the
Spire. While happy and proud to be a Galadon Magistrate, he thinks there is a
better way for him to serve. With many new Magistrates, the cities are well
watched over. It has been a long time since there was a Justiciar, but the
situations when one is needed have also been rare in recent times. What
Zindlup sees as most needed is more pursuit of criminals, the biggest threats
to civilization in the 6th and 7th Ages. While Zindlup thought he still had a
long way to go to redeem himself as a Magistrate, he was pleasantly surprised
to learn Lord Zizaerix felt differently. Soon after Zindlup made up his mind
he would work towards becoming a Vindicator, the honor was bestowed upon him.
Now, Zindlup is refocused on advancing his research and deterring criminals to
ensure his dreams of magical transporatation for the 7th Age can one day
become reality.
The Rise and Fall of a Provost

It was not long after Zindlup became Vindicator of the Blood Tribunal that
Provost Magistrate Tivlin Longbranch stepped down and disappeared, never to be
seen again. The Spire was in need of a new leader and Zindlup was soon
appointed to the position. When he first became a Magistrate, he never
thought he would one day be Provost. Though he did not feel worthy of the
badge, it was his proudest moment.
Zindlup did his best to make some positive minor changes to improve moral and
vigilance. Things were off to a good --but not great-- start. The war with
the Outlanders was becoming more violent. Fierce fighting, often even in
cities, was becoming a regular occurence. During one hectic battle in
Galadon, Zindlup mixed up two Outlander shapeshifters that were both in
cheetah form... and struck the one that was not a criminal.
When the battle was over, Zinldup spent time in contemplation of what he had
done and what he was becoming. This was the third time he had broken the law.
His mistake at the gates of Voralian City was actually the second time. The
first time was when he was still a Magistrate of Galadon. There was an attack
in Galadon and Zindlup rushed to help. In his haste, Zindlup jumped into to
protect the victim before marking the attacker. He quickly retreated, placed
the flag, and never told anyone about the mistake.
At that time he was a young Magistrate and convinced himself it was maybe not
even really a crime. He pushed it out of his memory but his meditation
brought it back. He thought Provost Tivlin's policy of allowing three
mistakes from a conjurer Magistrate breaking the law was too lenient. Now, he
himself did not even meet that standard. There was no way he could wear a
badge with pride. Seeing it as the best example he could set for other
Magistrates, that no one is above the law or rules of the Spire, he turned in
his badge.
From 71 years old to 371 years old, Zindlup Vittup had been a Magistrate of
the Blood Tribunal. It is hard for him to remember what life is like without
a badge. The ideals of law-and-order are still in his heart, but he's ready
to live as a regular citizen again. His original motivation for become a
Tribunal was chipping in to protect civilization and secure its future. He
feels like he's done enough for now. With a feeling of duty complete, he
turns focus back solely to his research for the 7th Age of civilization.
Back on the Beat and Research Complete

As Zindlup tried to focus solely on his research, the duties of a Magistrate
never stopped calling him. While he did make some great progress with his
research, it was not unusual to find him checking in on the Spire or hunting
down Outlanders and criminals. It helped relieve the guilt he felt for
leaving the Spire, even though he still thought it was the right thing to do.
One day, Lord Zizaerix overheard Zindlup talking with another Magistrate about
his hopes to eventually return to duty. The Lord of Magic appeared before
Zindlup and asked if he was ready to wear a badge once more. With his
research nearly done and the immortal that had guided his career as a
Magistrate making a personal request, Zindlup could not say no. His one
request was to be assigned to Hamsah Mu'tazz, and it was granted.
After centuries away, he was glad to be back in Hamsah Mu'tazz, where his
dreams began. He was filled with the pride of keeping the city safe once
more. It also motivated him to finally finish his plans for the 7th of age
civilization. While he is working on a second research project, a study of
magical transportation on the 6th Age, it is out of leisure. Zindlup
considers his personal mission to design the perfect civilization for the next
age to be complete.
Now, he'll do his part to make sure these dreams can become a reality. Once
again he will protect the cities as a Magistrate. His next work will serve as
a starting point, and eventually a historical reference, for future
generations. When he eventually dies, it will be with great feelings of
accomplishment and hope for the future of civilization.
Old Age

The years are starting to take their toll on Zindlup. The war with the
Outlanders has been hard on him physically and mentally. Centuries of praying
to Ishuli with no response is becoming discouraging. It is all making him a
little grumpy, but he still holds on to hope.
After centuries of battling the Outlanders, it feels like little progress has
been made. The hopes he had of achieving peace with some of the Outlanders
are dead. His body and spirit are both fading, but he tries to remain strong.
There is still no doubt in his mind his cause is worth fighting to the end
for.
Harder on his moral was realizing he has been ignored by Ishuli for over four
centuries. While he still appreciates how much she taught him just by
allowing him in the Eternal Library, he had always hoped to learn from her
in-person as well. Worst of all, it seems his plans for the 7th Age may be
lost forever, since he has no reason to believe Ishuli intends to add his work
to her library. To keep his vision alive, he will ask the Heralds to add his
research to the Lyceum.
It could be things not going as he planned. It could be his old, aching body.
Whatever it is, Zindlup has become a little grumpy. It is making him more
blunt, less reserved, and increasingly selective of who he'll associate with
or speak to. However, caring less has helped him find a new joy in life, and
he plans to happily live out his days as a grumpy old gnome.
